Job Summary :
Novartis is currently searching for a Tactical Buyer with French to join the Procurement team in Prague.
Job Purpose :
The purpose of the Tactical Buyer is to execute the tactical buying process; to plan and execute end-to-end Procurement related controls to ensure compliance with Novartis control framework and country law and support users with compliance with the processes.
This all for / in support of assigned countries / categories according to the globally defined processes.
Key Responsibilities :
Tactical Sourcing & Contracting
Review / Validate Sourcing Requests in accordance with defined rules, direct users on correct buying channels
Identify sources of supply from preferred supplier lists, search for the new suppliers if needed
Coordinate & monitor RFx processes (where required)
Prepare and provide summary of RFx outcome and recommendation to award
Document and communicate final award decision
Negotiate and Agree contact conditions
Support users with documentation required to submit purchase requests
Organize master data (e.g. pricing) entry into respective systems (e.g. SAP / SPARC / SRM)
Organize & Control preparation and implementation of catalogues into respective systems (e.g. SAP / SPARC / SRM)
Report productivity as per Procurement guidelines
Prepare the controls per given timelines and parameters extract data from the system, execute reports, cooperate with local process owners and other stakeholders Control Execution and Performance Analysis
Analyze SAP transactional cockpit reports or similar systems-based reports (e.g. e-CARE GRC AC or Basware Showcase Reports) to identify potential issues
Perform the required analytics to assess whether the process has been performed in compliance with policies and regulations and as per defined SOPs (e.
g. on metrics for Vendor Master Data, Contract Management, Competitive Bidding, PO penetration, Responsible Procurement and Spend & Savings Reporting)
Document the performance of the analysis according to defined standards and communicate the findings to the relevant responsible person(s) in the countries
Upload the control outcome and required evidence into reporting systems (Runbook or similar) as per reporting calendar
Propose improvements in the design and execution of the assigned controls based on the analysis of recurrent issues and non-
compliance trends across countries & sites

The ideal candidate will have :
Bachelor’s degree required at a minimum, Master’s degree preferred in business administration, CIPS or similar qualification desirable (not necessary)
Excellent oral and written communication skills in English and French
Min. 2 years’ experience working in a global environment, in an equivalent position.
Good understanding of operations and business culture of multinational company, cross-cultural working international experience,
Experience with sourcing processes, negotiation tactics and contract managment,
Responsible to support clients directly,
Advanced analytical skills, experience with data analytics, collecting and interpreting data to derive meaning, identify patterns, etc.,
Advanced knowledge of Microsoft Office (Excel, Powerpoint), BW, SAP etc.
Hands on experience and understanding of procurement processes and able to drive tactical procurement requests on time and in compliance to Novartis requirements.
Strong sense for independence and self-drive
